Lapane: Crime

In the Desert of Lapane, crime is judged by the High Hydro Priest. The Hydro Priest spreads the word of water, what the people of the Desert worship. Because there is so little water, it has become so important to their society it evolved into a religion.
The highest crime that can be committed is disrespecting the water. Spitting in, spilling, or sneezing in the supply is punishable by death. After they are executed, their blood is spread among citizens as a reminder of what happens when you break the laws.
Attempting to reproduce without prior approval is also high on the list of punishable offenses. Desert citizens must ask for authorization to reproduce. This helps keep the population down and resources less scarce. If caught breaking this rule, their genitals will be mutilated in order to stop further instances.
Stealing and murder are held to the same severity. Punishment could range from loss of resource privilege for a week to exile, but never execution. If citizens steal water, their punishment is much higher of course. If murder is done in defense, the killer gets little more than a slap on the wrist. If it’s because the victim of the murder broke another rule, it goes unpunished. Murder is usually seen as the less severe of the two. Murder helps keep the population down.

There is one exception to this of course, if there is even an attempt at murder of the High Hydro Priest, there is Hell to pay. If they are unsuccessful, because it is the High Hydro Priest who decides punishment, they undergo more embarrassment in life and death. The day after they are caught, they undergo whatever embarrassing acts and tasks the High Hydro Priest can conjure up. The next day, they are slowly executed. The arms are cut off and the blood is forced down the criminals throat. Citizens take turns whacking and hacking at them. Then, they are set ablaze. When they finally die, the citizens drink their blood and their organs are dried and consumed.
